The first fire safety issue to which our ancestors paid serious attention was the fire behavior of building materials. This is amply demonstrated by urban regulations for roofing and exterior wall materials in the late middle Ages.
Together with the building inventory, building materials are liable to feed a fire. The fire resistance of building materials is of paramount importance in the potential fire development, especially where the inventory is located in only a small number of places or in limited quantities. Therefore every country has a set of requirements for the fire behavior of building materials, but because of the enormous variety of building materials the assessment of that behavior is based partly on good engineering judgment.
